One year deadline for immigration application- how to count?

Dear Allan, Happy New Year to you!
When I started to work on imm.visa application for my relative I've read some place that there is a deadline one year- from what I understood it means one year since they requested some documents and the applicant never responded? Or it means that in one year since I started it I must complete submitting everything, including the documents they requested 6 months after I submitted initial application? Because they kept asking for more and more and it's not possible to finish in one year from the date it started. Thank you,

I believe the one year deadline refers to the time period when there is no response to questions asked or documents requested once the case has gone to the National Visa Center of the US State Department. This is not USCIS (Immigration).

Once a petition to USCIS has been approved it goes to the National Visa Center. It is at this point that the one year period begins. If you respond to questions asked or documents requested, the one year period has not begun because you are taking action - - even though it may be incomplete.
