Can someone help:
if you immigrated here with your parents and you were under 21:
I am an American citizen trying to bring my parents and my 13 y.o. sister here. INS says my parents can come and my sister can't. The wait is 10 years. Is that possible? That the minor (13 y.o) have to stay behind and not come with her parents?
