My wife was in social security office today and they said that she need to bring a latter from government related agency that she need to get SSN for some reason.
My question is: what possible reason it can be and what kind of agency we should look for ?

I have H1B status and my wife has H4. Is it any legal way for her to get SSN? Or work authorization?
