parolle status + plane ticket

One of my relatives received a parolee status. He had completed all necessary papers and got the passport. We were going to buy him a ticket here (in the USA), but we heard that after September 11th, the law has changed, and according to the new law he has to buy the ticket in Russian. Is it true?
