How to bring my mother-in-law from Russia

My mother-in-law lives in Russia and my wife has a Green Card. I am a US Citizen. Questions:
- Can I apply for a Green Card for my Mother-In-Law or only my wife when she becomes a US Citizen?
- Will it also take 1 year for her to get it or longer?

Is there is the way to prove this name change?
