Dear Alan,
Is it that after he applies for the defensive asylum, the judge will close the case on visa overstay and open the hearings on asylum? Does he need a lawyer at is the procedure?
He is in Ohio, can he transfer the case to California?

Anyone who is in removal proceedings in front of the immigration judge ABSOLUTELY needs a lawyer. The case will be heard by the court where the person lives. If he lives in Ohio it will be heard in the Ohio immigration court (possibly Cleveland).
