I tried to get a webmoney card while still in the US. It is impossible. Or at least I couldn't do it. I had to ask one of my friends in Kiev to drive somewhere to buy it, scan it and email it to me. It's a big pain in the ass. So if you can avoid the need for it, you will be better off.
